David J. Mansfield
CHIEF EXECUTIVE OFFICER

David J. Mansfield has been the Company’s President and Chief Executive Officer since November 2016 and a director of the Company since January 30, 2017. From 2015 to 2016, Mr. Mansfield served as CFO of Compressor Engineering Corp. & CECO Pipeline Services Co., which provides products and services to the gas transmission, midstream, gas processing, and petrochemical industries. In this position, he had overall responsibility for the group’s financial affairs, including the development and execution of turnaround plans and the successful negotiation of a corporate refinancing. From 2009 to 2014, Mr. Mansfield served as CFO and as Acting CEO of Pipestream, Inc. a venture capital-owned technology development company providing a suite of products to the oil and gas pipeline industry. In this position, he was a member of the executive team with overall responsibility for directing the financial, accounting and administrative affairs of the company, including IT, HR, insurance, internal control, management, and financial reporting, treasury, tax compliance, investment evaluation, strategic planning, and forecasting.
He also had overall responsibility for commercial, marketing, and business development activities. As Acting CEO his responsibilities included establishing corporate strategies and directing the activities of the company toward the successful technical development and commercialization of its products and services and for the development of a sustainable and profitable business.From 1992 to 2009, Mr. Mansfield was employed with Bredero Shaw, the world’s largest provider of protective coatings for the oil and gas pipeline industry, most recently as Vice President Strategic Planning. During his tenure with Bredero Shaw, Mr. Mansfield served in numerous roles including Vice President Controller and Commercial General Manager, Europe, Africa & Former Soviet Union. He played a key role in strategy development, and merger and acquisition activities as the company grew from annual revenues of $100 million to over $900 million. Mr. Mansfield brings to the Board extensive general management, business development and merger and acquisition experience in businesses similar to the Company’s and, which in addition to being our CEO, qualifies him as one of our directors.
Matthew E. Lewicki
CHIEF FINANCIAL OFFICER

Matthew Lewicki joined PERMA-PIPE in May 2023 as the Company’s Chief Accounting Officer, with the responsibility of overseeing internal and external financial reporting requirements, SOX compliance, financial planning and analysis, and treasure management, among other related functions.
Mr. Lewicki brings 20 years of experience with publicly traded companies, public accounting, and private industry to the organization, serving in a broad capacity of roles. Before joining PERMA-PIPE, Mr. Lewicki served as a Corporate Controller for HMT Holdings Co., Inc., from 2019 - 2023, a global above-ground storage tank manufacturing, inspections, and oilfield services organization with operations in 12 countries. Prior to HMT, Mr. Lewicki was a senior manager of financial reporting and financial planning for Quanta Services, Inc., from 2013 - 2019, a fortune 300 electric, oil and gas, and Telecommuncations infrastructure specialty contractor with operations in 21 countries. While at Quanta, Mr. Lewicki was a recipient of the Company’s Chairman’s Challenge award, in recognition of future executive leaders of the organization. Mr. Lewicki has also served in a variety of industries throughout his career, including commercial retail as a controller at Mattress Firm, a bedding and sleep accessory retail organization, as a Chief Financial Officer for U.S. Industrial Holdings Corporate, a fabrication, engineering, and industrial maintenance organization, and as a Controller for Total Capital, LP, a private equity firm with a series of portfolio companies mainly concentrated in the industrial services, manufacturing, logistics, and engineering sector. Mr. Lewicki began his career as an auditor at Deloitte before transitioning into industry. He earned his Bachelor of Science in Business Administration with a major in accounting and has a Master of Business Administration in accounting and finance from Lamar University. Matthew is a Certified Public Accountant in the State of Texas.
Marc Huber
SENIOR VICE PRESIDENT, AMERICAS

Marc Huber joined PERMA-PIPE as Senior Vice President, Americas in July 2024. With nearly 20 years of experience, Marc is a versatile executive known for driving growth in new markets and product lines. He is a proven leader in the energy sector across the Americas, boasting a strong track record in P&L ownership and delivering exceptional commercial and operational leadership.
Marc's extensive experience spans P&L management, operations management, strategic planning, and mergers and acquisitions. He has held key positions at companies such as Shawcor and CPW Americas Co. As the former President of CPW Americas, Marc achieved significant milestones, including shifting the sales focus to new markets and products, driving revenue growth to over $250 million, reducing administrative costs, and enhancing profitability. He also led efforts to expand product sales into new regional markets through strategic planning, market analysis, business development, and sales campaigns.
Marc holds a Bachelor of Business Administration from the University of Texas and a Master of Business Administration from the University of Houston.
Saleh Sagr
SENIOR VICE PRESIDENT, MIDDLE EAST NORTH AFRICA

Saleh Sagr is the Senior Vice President, Middle East North Africa (MENA), as of July 2021. He has overall responsibility for MENA region expansion and be charged with the area’s continued business and financial growth.
Mr. Sagr was formerly Vice President, MENA since May 2019, where he was responsible for facilities in Fujairah – UAE, Dammam – Saudi Arabia, Gujarat – India, and Beni Suef – Egypt. Before joining PERMA-PIPE, Mr. Sagr served as General Manager for Global Anti Corrosion Techniques in Saudi Arabia, a Saudi pipeline coating company he co-founded in 2005. Mr. Sagr has gained extensive knowledge and experience in strategic planning, business development, startups, and turnarounds during the last 15 years, specifically in the Middle East. Previously, he was based in Edinburgh, the United Kingdom, where he held several significant positions, including engineering, startups, and operations management for BrederoShaw, the world’s largest provider of protective coatings for the oil & gas pipeline industry from October 1995 to February 2005. His projects took him to the United Kingdom, Russia, Nigeria, Saudi Arabia, and other locations in this role.
Will Leong
VICE PRESIDENT, GENERAL MANAGER PERMALERT

Will Leong is the Vice President & General Manager for the PermAlert division of Perma-Pipe. PermAlert is a widely trusted brand in leak detection solutions since the 1980s for applications such as cleanroom manufacturing, data center, and oil & gas. For over 18 years, Mr. Leong has built a reputation as a hands-on business leader in leading transformative and innovative solutions to the market for technology startups to a multinational consumer product business. Previously, he served as the Chief Operating Officer at TZ Inc. and managed the successful launch of the smart locking technology across target markets such as data center, logistics, and consumer applications. Since joining Perma-Pipe in 2018, Mr. Leong has been applying his vision and leadership to scale the business through geographic expansion and renew focus on product innovation. Mr. Leong holds an Engineering degree from Northern Illinois University.
Chuck Heaton
VICE PRESIDENT, HUMAN RESOURCES

Chuck joined PERMA-PIPE in September 2023 as the Vice President of Human Resources with the responsibility for all human resources leadership, strategies, policies and practices. Mr. Heaton has extensive experience working globally including North and South America, Caribbean, Europe, Africa, Middle East and Asia Pacific. He has spent a total of 27 years in the Oil & Gas industry in both the public and private sectors in a variety of regional and global positions at such companies as Pennzoil, Intertek, Dresser, GE Oil & Gas and TechnipFMC.
Before joining PERMA-PIPE, Chuck was the Chief Human Resources Officer at Camin Cargo Control, a leading provider of inspection services to the energy and commodities sector, where he automated multiple key processes, developed a strategy to build talent pipelines, and measurably contributed to the increase in overall organizational effectiveness. Prior to Camin Cargo Control, he was the Vice President, Human Resources at NexTier Oilfield Solutions, a leading land completion services organization, where he led the development of a Human Resource strategy, revamped talent acquisition and retention, and improved and expanded training initiatives.
Chuck has a Bachelor of Science Degree in Human Resource Management from Auburn University. He also holds SPHR and SHRM-SCP certifications. Chuck has a passion for HR especially in the fields of employee engagement, talent pipeline, business partnership, organizational design and development.

Cynthia A. Boiter
INDEPENDENT DIRECTOR EVP & PRESIDENT, CHEMICAL DIVISION, MILLIKEN & CO.

Cynthia A. Boiter was appointed to our Board on January 21, 2019. Mrs. Boiter is Chief Financial Officer, Chemicals Division of Milliken & Company, a leading, privately held, technology-based company with businesses in the performance material, floor covering and chemical markets. Mrs. Boiter joined Milliken in 2012 as the Director of Marketing, Strategy and Business Development for the Chemicals Division. her scope of experience covers both public and private sectors in a variety of industries. In 2013, she became the Chief Financial Officer for Chemicals Division. Prior to joining Milliken, Mrs. Boiter held various finance and business leadership positions at Eaton Corporation and MeadWestvaco. She has a B.S. in Accounting from Indiana University and a Master of Business Administration from Emory University. Mrs. Boiter brings extensive experience in strategy and planning, mergers and acquisitions and CFO level experience in international companies, all of which qualifies her as one of our directors.
David B. Brown

David B. Brown has been a director of the Company since 2015. Since July 2020, he has served as Chief Financial Officer for Authentix, Inc., a global provider of authentication solutions owned by Blue Water Energy. He served as Chief Financial Officer for Trillium Flow Technologies, a global manufacturer of highly engineered valves and pumps from March 2019 to June 2020. Previously he was the CFO for Tellabs Access, LLC, a global telecommunications supplier owned by Marlin Equity Partners, from October 2015 to March 2019. he provided consulting and interim CFO services to private clients from June 2013 to September 2015. Previously he held senior leadership positions at companies including General Electric, Dresser, The Brinks Company and LSG Sky Chefs. From November 2010 to February 2016, Mr. Brown was a Board member, Audit Committee Chair and Compensation Committee member for Cubic Energy, Inc. (n/k/a Hilltop Energy, LLC), an independent energy company engaged in the development and production of, and exploration for, crude oil and natural gas and natural gas liquids. Mr. Brown received his Bachelor o Arts degree in Accounting from the University of Texas at Austin and is a Certified Public Accountant in the State of Texas. Mr. Brown spent the first 10 years of his career with PricewaterhouseCoopers serving primarily clients in the energy industry while stationed in its Dallas, London, Houston and Moscow offices. He is an active member of the World Affairs Council, Financial Executives International and NACD. David Brown has been a NACD Board Leadership Fellow since 2015. Mr. Brown brings to our Board extensive business transformation experience, accounting experience, expertise in the oil and gas industry, a breadth of global business knowledge and best practices gained working with both public and private-equity owned global businesses, all of which qualifies him as one of our directors.
Robert McNally

Robert McNally joined the Perma-Pipe board as an independent director in February 2022. He will be a member of all of the board committees.He also serves as a director of Summit Midstream Partners, LP, where he sits on the Audit Committee and Compensation Committee. He also serves on the Oasis Petroleum, Inc. board, where he sits on the Audit & Reserves Committee and the Compensation Committee. From 2018 through 2019, Mr. McNally served as President and Chief Executive Officer of EQT Corporation, an NYSE-listed independent natural gas producer with operations in Pennsylvania, West Virginia and Ohio. Prior to that role, from 2016 to 2018, Mr. McNally served as Senior Vice President and Chief Financial Officer of EQT Corporation. From 2010 until 2016, Mr. McNally served as Executive Vice President and Chief Financial Officer of Precision Drilling Corporation, a TSE and NYSE-listed drilling contractor with operations primarily in the United States, Canada and the Middle East. From 2009 to 2010, and for a period in 2007, Mr. McNally served as an Investment Principal for Kenda Capital LLC. In 2008, Mr. McNally served as the Chief Executive Officer of Dalbo Holdings, Inc. In 2006, Mr. McNally served as Executive Vice President of Operations and Finance for Warrior Energy Services Corp. From 2000 to 2005, Mr. McNally worked in corporate finance with Simmons & Company International. Mr. McNally began his career as an engineer with Schlumberger Limited and served in various capacities of increasing responsibility during his tenure from 1994 until 2000. In addition to his experience as an executive, Mr. McNally has had extensive experience in the boardroom, where he has served, at various times, on the boards of Warrior Energy Services, Dalbo Holdings, EQT Midstream Partners, EQT GP Holdings, Rice Midstream Partners and EQT Corporation. Mr. McNally holds a B.S. in Mechanical Engineering from the University of Illinois, a B.A. in Mathematics from Knox College, and an M.B.A. from Tulane University Freeman School of Business, New Orleans.
Jerome T. Walker

Jerome T. Walker has been a director of the Company since 2014, and Chairman of the Board since June 2022. He is CEO of Caribbean Distributed Energy, LLC ('CDE'), a company he co-founded in early 2017. CDE is a global provider of modular, packaged energy solutions. He was President and member of the Board of Managers of eCorp International, LLC, a privately held energy asset services company, from February 2016 to October 2017. Previously, he had been Executive Vice President of Global Solutions and Corporate Officer at Dresser-Rand Group Inc., a global supplier of custom-engineered rotating equipment solutions for long-life, critical applications in the oil, gas, chemical, petrochemical, process, power, military and other industries worldwide, since September 2012. He is a member of the NACD. Mr. Walker received a Master of Business Administration degree from Northwestern University Kellogg Graduate School of Management and a Bachelor of Science degree in chemical engineering from the University of Notre Dame. Mr. Walker's extensive experience in the energy industry, large industrial operations and international business development, particularly Brazil, China, India and the Middle East, brings additional insight to our Board on strategy, resource and process deployment for accelerating profitable growth, and qualifies him as one of our directors.
Ibrahim Jaham Al Kuwari
INDEPENDENT DIRECTOR, CHIEF EXECUTIVE OFFICER, QATAR SOLAR TECHNOLOGIES (QSTec)

Ibrahim J. Al Kuwari has been the Chief Executive Officer of Qatar Solar Technologies (QSTec) since February 2018. In this role, he provides strategic leadership, oversees the company’s operations and resources, and serves as the key liaison between the board of directors and corporate operations.
With a distinguished career spanning over three decades, Mr. Al Kuwari has held executive positions across multiple industries, including energy, real estate, and infrastructure. From 2019 to March 2021, he served as a Board Member and Managing Director of Mazaya Real Estate Development, where he was responsible for guiding the company’s strategic direction and ensuring the achievement of its financial and long-term objectives.
Before joining QSTec, Mr. Al Kuwari was the Chief Executive Officer of Qatar Fuel (WOQOD), on secondment from Qatar Petroleum, from March 2014. As CEO, he led the company’s growth strategy, expanded its operations into new markets, and ensured strong returns for shareholders. His leadership was instrumental in streamlining operations, enhancing stakeholder engagement, and positioning the company for sustainable success.
Mr. Al Kuwari’s extensive experience in the energy sector began with Qatar Petroleum in 1987, where he held various roles in project management and engineering. He played a key role in offshore and onshore projects, serving as Head of Cost and Planning within the Engineering Services Division. He later took on leadership roles, including Engineering Services Manager and Engineering Manager for major refinery expansion projects. In 2005, he joined Dolphin Energy Limited as Deputy General Manager of Qatar Operations, managing key functions such as Human Resources, Finance, Public Relations, and Technology.
A graduate of the University of Southern California (USC) with a degree in Industrial & Systems Engineering, Mr. Al Kuwari brings a wealth of expertise in strategic planning, operational excellence, and corporate leadership. His contributions have significantly shaped the industries he has served, reinforcing his reputation as a visionary leader.
Jon C. Biro
INDEPENDENT DIRECTOR, CONSULTANT AND OPERATING PARTNER, SNOW PEAK CAPITAL, LLC

Jon Biro is a seasoned financial executive with extensive experience across multiple industries, including commercial printing, oilfield services, plastics processing, and marketing services. He joined the PERMA-PIPE Board of Directors as an independent director in early 2025.
Jon currently serves as an Operating Partner and Consultant for Snow Peak Capital, LLC. since 2021 as well as a Board Member for Sandy Alexander, a leading commercial printing company that is a part of the Snow Peak portfolio, and as a Board Member for Vision Plastics New Zealand Ltd., a privately owned plastics processing business.
Previously, Mr. Biro held CFO roles in several public companies, including Harte Hanks, Exterran, Consolidated Graphics, and ICO, Inc., where he also served on the board and as interim CEO. Jon has also been a public company Board Member for Aspect Medical Systems and Crown Crafts. He started his career as an auditor at PricewaterhouseCoopers.
A Certified Public Accountant, Mr. Biro holds a B.A. in Psychology with a minor in Economics from The University of Texas, Austin, and an M.S. in Accountancy from the University of Houston.
